Seneca PD: Deadly shooting of Seneca man deemed self-defense, no charges will be filed

SENECA, SC (FOX Carolina) - The Seneca Police chief announced Tuesday that no charges will be filed in a Sep. 12 shooting that claimed the life of a man at an apartment complex. Coroner Karl Addis said the shooting happened on Fair Oaks Circle. The victim was identified as 35-year-old Charles Antonio Clark. Seneca police said previously that the shooting unfolded around 2:11 a.m. at the Fair Oaks Circle Apartments, when officers got reports of multiple gunshots being fired. When they arrived, police say they found a large crowd, with Clark lying at the doorway to an apartment. Clark suffered multiple gunshot wounds, and officers tried life-saving efforts. However, Clark was pronounced dead on the scene. Police say the recovered about 20 shell casings from the scene, and are interviewing witnesses to determine the chain of events. A person of interest was also identified and questioned. However, on Tuesday, Chief John Covington said the investigation and subsequent consultation with the solicitor's office found that Clark's killing was in self-defense. Below is the full statement from Covington: On 09.12.20 at approximately 2:10am, Seneca Police responded to a shooting at Fair Oaks Apartments (1200 Fairoaks Circle) and located Charles Clark who had been shot multiple times. Officers immediately began to render medical aid to the victim including bandages and over six minutes of chest compressions. Emergency medical personnel arrived and undertook life-saving efforts, but the victim succumbed to his injuries. Seneca officers immediately worked to canvass the area for suspects and witnesses until investigators arrived. Multiple officers, investigators and other personnel assisted at the scene. Seneca Police investigators spent the next several days reviewing video surveillance, interviewing witnesses, suspects, and other associated individuals. In sum, over 20 people were questioned about the incident and events leading up thereto. Investigators reviewed several hours of video from the apartment complex where the shooting occurred. They also canvassed the area for other secondary sources of video surveillance from surrounding residences and structures. Investigators searched several locations including apartments and vehicles. In total, Seneca Investigators gathered approximately 400 items of evidence from various sources.Investigators subsequently reviewed their investigation and findings with the 10th Circuit Solicitor’s Office. Based upon thorough review of all evidence available at this time, Mr. Clark’s shooting has been deemed to be the result of self-defense and no charges are legally supported. DHEC: Out-of-state lab delayed lab results; Latest COVID-19 update

COLUMBIA, SC (FOX Carolina) - The South Carolina Department of Health and Environmental Control (DHEC) said Tuesday that they received 15,000 COVID-19 test results from an out-of-state lab that were delayed, dating back to March, which were added to DHEC's updated total case count on Tuesday. DHEC said Augusta University Healthcare in Georgia reported test results on Monday that cover a time frame of March 18 through September 17. Approximately 13,000 of the results are negative and 2,000 are positive, however these positive test results do not mean they are active cases. DHEC said the the lab is expected to have reported the results in a timely manner to the health care providers who submitted the specimens, who then relay the test results to their patients. Providers are expected to report positive results to DHEC. This delay in the lab reporting results directly to DHEC means DHEC was unaware of the results for all South Carolina residents whose specimens were tested at Augusta University Healthcare and unable to perform contact investigations for every one of these positive cases. “Different states have different reporting requirements and mechanisms in place for how laboratories report test results, which has resulted in delayed test results being reported not just in South Carolina but across the country,” said Dr. Michael Kacka, DHEC physician and Chief Medical Officer in a news release. “Many states’ public health agencies are working through these issues. The overwhelming majority of private laboratories are quickly reporting negative and positive test results to DHEC, however, we’re aware of out-of-state labs who may not know about South Carolina’s COVID-19 reporting requirements. We are continuing our outreach to private labs that perform testing of South Carolina residents’ specimens to ensure the information is relayed to us not just by health care providers but also directly from the labs performing the tests.” The agency said as a reminder, the standard process for how COVID-19 test result notification works is as follows: Health care provider collects a patient’s specimen Health care provider submits the specimen to a lab The lab performs the test The lab reports the test result to the health care provider who submitted the specimen and to DHEC The health care provider relays the test result to the patient and notifies DHEC DHEC begins its case investigation of a positive case DHEC said COVID-19 is an urgently reportable condition, per the South Carolina List of Reportable Conditions. Negative and positive test results are required to be reported to the agency within 24 hours. Latest COVID-19 Update DHEC announced 739 new confirmed cases of COVID-19 and 30 additional confirmed deaths. This brings the total number of confirmed cases to 137,406 and confirmed deaths to 3,067. DHEC officials says there are hundreds of testing opportunities available statewide. Currently, there are 403 mobile testing events scheduled through October 31 and there are 253 permanent COVID-19 testing facilities across the state. Coroner releases name of man who died after Greenville Co. shooting; teen murder suspect denied bond

GREENVILLE, SC (FOX Carolina) - The Greenville County Coroner's Office has released the name of a man killed in a shooting Monday night and the Sheriff's Office said a teen accused of pulling the trigger faces a murder charge. Deputies say the shooting happened Monday night around 10:17 on Piney Wood Lane off US 25. According to the sheriff's office, 17-year-old Aama Mesi Ari McIntyre, who resided in the same residence as the victim, but was unrelated to him, got into an altercation with the victim that led to the shooting. Deputies say when they arrived on scene they discovered an adult male victim suffering from at least one gunshot wound. We're told the victim was transported to an area hospital. The coroner said that shooting victim, Travis Jerome Jackson, 47, died at the hospital early Tuesday morning from gunshot wounds to the chest and abdomen. Around 9:34 a.m. deputies said the suspect was taken into custody at the home on Piney Woods Lane where the shooting occurred. The sheriff's office tells us McIntyre returned to the home sometime after the shooting. McIntyre was denied bond during a hearing Tuesday afternoon.
